Proceedings of Planning and Zoning/Site Review Board Meeting

Call to Order

The meeting was called to order by John Klasen at 7:00PM.

Roll Call

1.                  Approval of Minutes from Meeting Held April 12, 2006
A motion was made by Skip Lee to approve the minutes from the April 12, 2006 meeting.  Seconded by Brian Peterson.  Motion carried.

2.                  Sign, Landscape, Parking and Lighting Plan for Orthodontist Specialist located on Scheuring Rd
Richard Fisher from Fisher & Associates was present to propose a Business Sign, and Lighting Plan for the parking lot and Building for Orthodontist Specialists.  Mr. Fisher stated the sign will have ground lighting and will be located near the east driveway.  A flag pole will be located behind the sign with a light.  The sign consists of 188 sq. ft.  Mr. Fisher explained the landscape plan and lighting for the parking lot.    There is downward lighting in the building soffits as accent lights and 2 pole lights each side of the entrance on the north.  The intent is to maximize the lighting in the parking lot and minimize the lighting to the neighbors.  Mr. Fisher stated the office may have personnel working periodically in the evenings but should not be later than 10:00PM.   A motion was made by Dale Warpinski to approve the sign, landscape and lighting for the Orthodontist Specialist Building Site.  Seconded by Ron Blohowiak.  Discussion:  Doctor Edward Lin asked about the storm water pond placement being reviewed by the Town.  Judy Benz explained that is an issue for the Town Board and not the Planning and Zoning Board.  Motion carried unanimously.

3.                  Conceptual Building Plan for Contractor’s Shop and Office to be located on a portion of Parcel L-24 on Hickory Road
Frank Kowalkowski was present to propose a conceptual building plan for a contractor’s shop and office to be located on a five acre portion of parcel L-24.   The building will consist of steel on steel with a brick facade.  Mr. Kowalkowski presented some pictures stating the building would be similar.  (See attached.)  Robert E. Lee will be preparing the storm water management plan.  A motion was made by Ron Blohowiak to recommend approval of the conceptual plan as proposed.  Seconded by Dale Warpinski.  Discussion:  The area is planned for light industrial in the Town Comprehensive Plan and the contractor business fits in Light Industrial zoning.  Motion carried unanimously.


4.                  Request to rezone approximately 5 acres of Parcel L-24 from Agricultural to Light Industrial to accommodate a contractor’s shop and office
A motion was made by Skip Lee to recommend rezoning approximately 5 acres of parcel L-24 from Agricultural to Light Industrial to accommodate a contractor’s shop and office.  Seconded by Brian Peterson.  Motion carried unanimously.

5.                  Pond Plan for Parcel L-11-1 located on Freedom Road
Karla Spahr was present to propose a pond approximately 100’ wide and 150’ long to be constructed on property located on Freedom Road zoned agricultural consisting of 10.1 acres.  The pond is proposed to be 20’ at the deepest point, will be surrounded by 20’ of grass and trees and a 15’ driveway along the landscaped area leading towards the house.  A motion was made by Skip Lee to recommend approval contingent final approval is provided by the DNR.  Motion seconded by Ron Blohowiak.  Motion carried unanimously.

A motion was made by Ron Blohowiak to adjourn the meeting.  Seconded by Dale Warpinski.  Motion carried.  The meeting adjourned at 7:35PM.
