Call to Order

The meeting was called to order by Chairman Tom Perock at 7:00PM.

Roll Call

Pledge of Allegiance   By all those in attendance

 

 

1.         Open Public Hearing in reference to:

A.  A request to rezone a portion of parcel L-375, L-376, L-376-1 and L-377 from Agricultural to Residential  to  accommodate an elementary school site to be located on Williams Grant Drive

B.  A request for a Conditional use permit for an elementary school site on a portion of parcel L-375, L-376, L- 376-1 and L-377 to be located on Williams Grant Drive

 

A motion was made by Supervisor Van De Hei to open the floor for the above mentioned public hearing.  Seconded  by Supervisor Randy Treml.  Motion carried unanimously.

 

Doctor Lanny Tibaldo, Superintendent of West DePere School District, described their extensive study and search for a new school location.  Doctor Tibaldo explained that Westwood School is over crowded and has safety issues with traffic.  The new school will hold grades K-5. 

Geoffrey Bray with Bray Associates Architects, Inc., stated the typical elementary school is 400-650 students and the new school is designed to accommodate that number.  The school will be two-stories and consist of approximately 107,000 Sq. Ft.  The concept of a two-story building will allow for a smaller footprint and more green space.  Additional pre-school programs will be available also at this site.

Matt Greely, Engineer with McMahon Associates, demonstrated the layout of the proposed school site on a town map and re-iterated the elementary school is permitted in a residential zoned district with a condition use permit.  Mr. Greely also stated the recently completed Town Smart Growth Plan, has projected this area as a residential growth area.

Supervisor Randy Vandenack asked why
Westwood School could not be renovated to make room for the growth.  Doctor Tibaldo responded by stating they did a research using the University of Wisconsin Resources and scientific projections and found this area is the third fastest growing area in the State.  We grew 329 kids in the past three years

Geoffrey Bray stated the
Westwood School location does not have enough room to build a new elementary school by DPI standards.

Supervisor Kenneth VanDeHei asked if the two-lane roads are wide enough to accommodate the traffic.  Doctor Tibaldo responded by saying he met with the Brown County Highway Department and they are satisfied with the road width at this time.  There may be a future road built to the west to allow for another entrance to the school.



Chairman Perock asked on two occasions if there was any additional testimony for or against the rezoning or conditional use permit request.

Eugene Coonen, 2331 Clem Lane, asked why the rezoning was being done at this time.  Chairman Perock explained the school district has requested the rezoning so they can begin construction.  Chairman Perock explained the Town Board generally does not consider rezoning any property until a project is presented.

Tom VandenBranden, 1808 Williams Grant Dr, asked if the future highway corridor interchange for the new bridge would have any affect on the school area.  Supervisor VanDeHei stated he recently went to a meeting with the Wisconsin Department of Transportation and he learned that since the frontage roads were built, the highway is considered to be an interstate and federal government has jurisdiction on interstates.  According to the WDOT, the proposed interchange by
Orange Lane would never happen because it is too close to the Scheuring Road interchange.
Mr. VandenBranden also asked if any sidewalks or curb and gutter would be added.  Doctor Tibaldo stated the School is not asking for any changes.

Chairman Perock asked on three occasions for any additional testimony.  There was none.

 

2.         Close above mentioned public hearing

            A motion was made by Supervisor Treml to close the above mentioned public hearing.  Seconded by Supervisor Warpinski.  Motion carried unanimously.

3.         Consideration and approval to rezone a portion of parcel L-375, L-376, L-376-1 and L-377 from Agricultural

to Residential  to accommodate an elementary school site to be located on Williams Grant Drive
A motion was made by Supervisor Warpinski to approve the rezoning of a portion of parcel L-375, L-376, L-376-1 and L-377 from Agricultural to Residential.  Motion seconded by Supervisor Treml.  Discussion:  Supervisor Vandenack stated he thinks it is the wrong place for the school.   A roll call vote was taken by the clerk.  VanDeHei voted aye, Vandenack voted nay, Treml voted aye, Warpinski voted aye and Perock vote aye.  Motion carried with four votes in favor and one against.

 

4.         Consideration and approval of a Conditional use permit for an elementary school site on a portion of parcel L-375, L- 376, L- 376-1 and L-377 to be located on Williams Grant Drive.   
A motion was made by Supervisor Van De Hei to approve a Conditional Use Permit for the West DePere School District to construct an elementary school on the above mentioned parcels.  Seconded by Supervisor Treml.  Discussion:  Supervisor Vandenack stated “ditto” referencing his comments on the rezoning issue.  A roll call vote was taken by the clerk.  VanDeHei voted aye, Vandenack voted nay, Treml voted aye, Warpinski voted aye and Perock vote aye.  Motion carried with four votes in favor and one against.  (See conditional use permit attached.)

5.         Public Comments
A motion was made by Supervisor Vandenack to suspend the rules and open the floor for comments.  Seconded by Supervisor Warpinski.  Motion carried.

Resident asked where is the water and sewer route.  Matt Greely indicated the plan is to extend water and sewer from the corner of
Scheuring Road and Sand Acres to Williams Grant south on Williams Grant to Hemlock Creek.  The Clem Lane Area is included in the Sewer Service Area Amendment so if the Town wants to go further south it can be done.

            Chairman Perock stated the project will involve those residents south of Hemlock Creek and on Clem Lane only if 51% of the property owners are in favor of a water and sewer extension.

Eugene Coonen asked if they would be notified on any future information with water and sewer.  Chairman Perock responded “yes”.

Doug Powers,
1764 Williams Grant Dr. asked if there was any ballpark numbers for the water and sewer project.  Chairman Perock stated each project is different therefore numbers are not the same.    Mr. Powers also asked what side of the street would be used for the extension.  Matt Greely said that both water and sewer would be on the west side of Williams Grant.

Tina Huettl,
1856 Williams Grant Dr. asked if she could get a larger culvert by her house.  Chairman Perock stated Williams Grant is a county road and the town does not have control over the culverts.

Dan Hilbert,
1945 Williams Grant Dr. stated that if we are going to get water and sewer within 10 years we may as well hook up now.

Glen Hewitt,
1930 Williams Grant Dr. asked if he could keep the well inside for drinking water.  Chairman Perock stated the well can be used for outdoor use only and there can be no cross connections.

 

            Resident: If Clem Lane is voted down, how long before we could get it back on the agenda.  Chairman Perock stated that if you think you want it within 5-10 years than now would be the best time.  The costs will be more economical within a bigger project.

With no further comments, a motion was made by Supervisor Warpinski to return to regular session.  Seconded by Supervisor Treml.  Motion carried.
