Call to Order

The meeting was called to order by Chairman Perock 7:15 p.m.

Discussion and Action on the following:

 

1.                   Announce Closed Session

(Item Removed from agenda.)

2.                  Consider and enter into closed session pursuant to WI statutes 19.85 (1) (c) to discuss negotiations on boundary agreement with Village of Ashwaubenon.

3.                  Return to Open Session

4.                  Recess until regular town board meeting scheduled at 7:00pm

 

5.                  Roll Call for Regular Session (Please see Roll Call listed above)

 

6.                  Pledge of Allegiance by those in attendance.

 

7.                  Approve minutes from Town Board Meeting held on May 22, 2006

A motion was made by Supervisor Vandenack to approve minutes from Town Board Meeting held on May 22, 2006.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously. 

 

8.                  Approve minutes from Special Town Board Meeting held on June 6, 2006

A motion was made by Supervisor Vandenack to approve minutes from Special Town Board Meeting held on June 6, 2006.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.

 

9.                  Action on closed session if necessary

No action. 

 

10.              Open Public Hearing in reference to a request to rezone a portion of Parcel L-24 (approximately 5 acres) located on Hickory Rd. from Agricultural to Limited Industrial to accommodate a contractor’s shop and office

A motion was made by Supervisor VanDeHei to open the public hearing in reference to a request to rezone a portion of Parcel L-24 (approximately 5 acres) located on Hickory Rd. from Agricultural to Limited Industrial to accommodate a contractor’s shop and office.  Motion seconded by Supervisor Vandenack. Motion carried unanimously. (See attached Public Hearing Notice and Sign-In Sheet)

 

Frank Kowalkowksi was present to request the rezoning of portion of Parcel L-24 (approximately 5 acres) located on Hickory Rd. from Agricultural to Limited Industrial to accommodate Kodiak Excavating.  The site would include a contractor’s shop and office.  Frank stated there would be a regional storm water detention pond. 

 

Larry Boldt, Little Rapids Road – asked if that was Carl Schreiber’s property.  Chairman Perock answered “yes.”

Mr. Boldt asked if they intended to use the whole five (5) acres.  Chairman Perock answered “yes.”

11.              Close Above mentioned public hearing

Chairman Perock asked on two occasions if anyone had any questions or comments in reference to the to the rezoning of  Parcel L-24 (approximately 5 acres) located on Hickory Rd. from Agricultural to Limited Industrial.  With no further comments a motion was made by Supervisor Vandenack to close the above mentioned public hearing.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.

 

12.              Approve a zoning change of a portion of  L-24  (approximately 5 acres) located on Hickory Rd from Agricultural to Limited Industrial to accommodate a contractor’s shop and office

A motion was made by Supervisor Vandenack to approve the rezoning of a portion of L-24 (approximately 5 acres) located on Hickory Rd from Agricultural to Limited Industrial.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously. (Chairman Perock abstained from the vote)

 

13.              Review of Park Site Master Plans by Rettler Corporation

Jeff Bahling with Rettler Corporation reviewed the Site Master Plans for Quarry and Shadow Ridge Parks.  Both plans included cost estimates which were also reviewed by Mr. Bahling.  No action taken. (See attached Site Plans and Cost Estimates)

 

14.              Approve Applications for 2006-2007 Liquor and Beer License Renewals

A motion was made by Supervisor Vandenack to approve applications for Liquor and Beer License for the 2006-2007 year.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.  (See attached list of applicants)

 

15.              Approve Operator Licenses

A motion was made by Supervisor Vandenack to approve the Bartender/Operator’s Licenses.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.

 

16.              Approve Distribution Facilities Installation Agreement with Wisconsin Public Service

Chairman Perock expressed the need for negotiations in reference to this agreement.   A motion was made by Supervisor Vandenack to table to allow for negotiations.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.  Item tabled.

 

17.              Adopt Policy in reference to Hiring Contractors Residing in the Town of Lawrence

A motion was made by Supervisor Vandenack to table to allow for further review.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.  Item tabled.

 

18.              Authorize public hearing in reference to proposed zoning changes

A motion was made by Supervisor Vandenack to authorize the public hearing in reference to proposed zoning changes.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.

 

19.              Water/Sewer Utility Update/Greg Little

No Update.

 

20.              Central Brown County Water Authority Update/Randy Treml

No Update. 

 

21.              Fire Department Update/Fire Chief Kurt Minten

Chief Minten stated both warning sirens are installed and ready for operation. 

 

22.              Payment of due invoices and wages

A motion was made by Supervisor VanDeHei to approve payment of due invoices and wages.  Motion seconded by Supervisor Vandenack.  Motion carried unanimously.

 

23.              Future Agenda Items

None

 

24.              Public Comments

A motion was made by Supervisor VanDeHei to suspend the rules and open the floor for public comments.  Motion seconded by Supervisor Vandenack.  Motion carried unanimously.

 

Chief Minten mentioned petitioning some of the businesses within the Town for donations towards the development of the parks. 

 

Jon Kleuskens, Grant Street – stated sometimes you can get some big companies to donate by displaying their name on the items they donated. 

 

Don Smits Quarry Park Drive – mentioned he is a new resident in the Town and inquired about a street map for the entire Town. 

 

A motion was made by Supervisor VanDeHei to return to regular session.  Motion seconded by Supervisor Vandenack.  Motion carried unanimously.

 

25.              Adjourn

A motion was made by Supervisor VanDeHei to adjourn the meeting.  Motion seconded by Supervisor Vandenack.  Motion carried unanimously.  The meeting adjourned at 8:40 p.m.
