Call to Order the meeting was called to order by Chairman Perock at 7:00 p.m.

 

Roll Call

Pledge of Allegiance said by those in attendance.

 

Discussion and Action on the following:

 

1.                  Approve minutes from Town Board Meeting held on February 26, 2007

A motion was made by Supervisor VanDeHei to approve minutes from the Town Board Meeting held on February 26, 2007.  Motion seconded by Supervisor Warpinski.  Motion carried unanimously.

 

2.                  Letter to DNR in support of Application for the Urban Nonpoint Source and Storm Water Planning Grant for Northeast Wisconsin Stormwater Consortium (NEWSC)

A motion was made by Supervisor VanDeHei to approve sending a letter to the DNR in support of Application for the Urban Nonpoint Source and Storm Water Planning Grant for Northeast Wisconsin Stormwater Consortium (NEWSC).  Motion seconded by Supervisor Treml.  Motion carried unanimously.

 

3.                  Adopt Ordinance Section 1.5 relating to Employee Benefits

A motion was made by Supervisor Warpinski to adopt Ordinance Section 1.5 relating to Employee Benefits.  The motion included the effective date to be retroactive to January 1, 2007.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.  (See attached Ordinance Section 1.5)

 

4.                  Appoint Carrie Murphy Auguston as Park Board Member-Remove Member

A motion was made by Supervisor VanDeHei to remove inactive member Lee Dietzen from the Park Board, and appoint Carrie Murphy-Auguston as a Park Board Member.  Motion seconded by Supervisor Warpinski.  Motion carried unanimously.

 

5.                  Adopt Resolution in reference to change in property assessment and tax refund on Parcel L-41

A motion was made by Supervisor Treml to adopt a resolution in reference to change in property assessment and tax refund on Parcel L-41.  Discussion: Clerk-Treasurer, Judy Benz explained when a fire resulted in the demolition of the structure on the property the information was never provided to the assessor, therefore the property owner was improperly assessed.  The change in property assessment is what the assessor is recommending. Motion seconded by Supervisor Warpinski.  Motion carried unanimously.  (See attached Resolution No. 0312 Series 2007)

 

6.                  Discussion on a potential ordinance regulating the placement of sex offenders/Dale Warpinski

Supervisor Warpinski requested this item be placed on the agenda after the City of Green Bay recently adopted an ordinance regulating the placement of sex offenders.  Supervisor Warpinski is concerned with the newly adopted ordinance in Green Bay the potential for sex offender to be forced into other communities such as Lawrence.  Supervisor VanDeHei voiced his concerns in reference to the labeling of sex offenders, stating there should be different levels based on the severity of the offense.  Chairman Perock suggested investigating what other communities are doing.  Discussion purposes only, no action taken.

 

7.                  Water/Sewer Utility Update/Greg Little

Water/Sewer Utility Operator, Kurt Minten stated the final pressure test for Clem Lane will be taking place soon.

 

8.                  Central Brown County Water Authority Update/Randy Treml

Supervisor Treml stated the pipe under the Fox and Manitowoc rivers is complete.  The chlorination process will take place in the next (2-3) weeks, once complete they will be ready to go live.

 

9.                  Fire Department Update/Fire Chief Kurt Minten

Chief Minten, stated they will be attending a convention this weekend.  He also stated this is the time of year when the department responds to a lot of grass fires and to remind residents to be responsible when burning.

 

10.              Payment of due invoices and wages

A motion was made by Supervisor Treml to approve payment of due invoices and wages with the exception of the Schenk & Associates invoice.  Motion seconded by Supervisor Warpinski.  Motion carried unanimously.

12.              Public Comments

A motion was made by Supervisor Treml to suspend the rules and open the floor for public comments.  Motion seconded by Supervisor Warpinski.  Motion carried unanimously.

 

Larry Boldt, 2029 Little Rapids Road – stated there are now seven (7) pallets above the fence at National Waterworks.

 

Ralph Staeven, 2418 Williams Grant Drive – thanked the Town Board for their efforts in helping to resolve the situation with the smoke from the outdoor wood burner.

 

Gene Coonen, 2331 Clem Lane – asked when the restoration work is done on Clem Lane if his driveway would also be repaired as the contractor damaged the driveway by backing large equipment across it. 

 

A motion was made by Supervisor Warpinski to return to regular session.  Motion seconded by Supervisor VanDeHei.  Motion carried unanimously.

 

13.              Adjourn

A motion was made by Supervisor VanDeHei to adjourn the meeting.  Motion seconded by Supervisor Warpinski.  Motion carried unanimously.  The meeting adjourned at 8:10 p.m.
